On June 29, 2020, the Political Bureau of the CPC Central Committee held its 21st collective study session on "Deeply Studying, Understanding, and Implementing the Party's Organizational Line for the New Era." During the session, General Secretary Xi Jinping delivered an important speech, reviewing and summarizing the development journey of the Party's organizational line. He profoundly highlighted the significant importance of upholding the Party's organizational line in the new era and systematically outlined the fundamental requirements of "five key areas to focus on." His remarks were highly political, intellectually robust, targeted, and instructive, providing clear guidance and charting the course forward for strengthening the Party's organizational building in the new era.
Since its inception, the Marxist party has placed great emphasis on organizational development, regarding "organization" as its "most important weapon." It has consistently underscored that "the strength of the working class lies in organization; without organizing the masses, the proletariat achieves nothing. Yet when organized, the proletariat becomes capable of accomplishing anything."
Throughout the Party’s 99-year journey of glorious achievements, the growth and expansion of both the Party’s organizational structure and its cadre ranks have generally kept pace with—and been closely aligned to—the Party’s overall progress and development, showcasing a formidable organizational power and distinct advantages.
According to statistics, as of December 31, 2019, our Party had 91.914 million members and 4.681 million primary-level organizations—truly making it the world’s largest political party. Being large comes with its own unique challenges: while size itself is no small feat, managing such a massive party effectively is an even greater test. And building this colossal party into a robust Marxist ruling force is perhaps the most daunting task of all.
As our Party approaches its centennial anniversary, standing at a critical juncture marked by unprecedented new circumstances, fresh tasks, and unprecedented challenges in Party building, deeply studying and comprehending the spirit of General Secretary Xi Jinping’s important speech takes on vital significance. This effort will help the entire Party correctly understand and precisely grasp the scientific essence and practical implications of the Party’s organizational guidelines for the new era. It will also deepen our awareness of the crucial role, political responsibilities, top priorities, and inherent principles governing organizational development, ensuring that we can effectively implement the Party’s organizational guidelines in the new era. Ultimately, this will strengthen the Party further, equipping it with the robust organizational foundation needed to fulfill its historic mission in the new era—providing unwavering organizational support for realizing the grand aspirations of the Communist Party of China in the contemporary age.
The Party's organizational line for the new era is yet another significant achievement of our Party's theoretical and practical innovation.
The correct political line determines the right organizational approach, and a well-functioning organizational approach, in turn, ensures the successful implementation of the correct political line. Whenever we adhere to the right organizational strategy, the Party’s organizational vitality flourishes, and its cause advances smoothly. Conversely, whenever the organizational approach deviates from the right path, the Party’s structure suffers damage, and its endeavors encounter setbacks.
Throughout the historical periods of revolution, construction, and reform, our Party has consistently placed organizational development in a critically important position. We have tirelessly explored how to establish and implement the right organizational principles, accumulating invaluable experience along the way. Even from the very first Party Congress, the Party’s founding charter laid down the foundational principles for organizational building. By the Sixth National Congress, the concept of an "organizational line" was explicitly introduced.
At the Gutian Conference held in 1929, the Party called for "diligently transforming the Party's organizational structure to ensure it is fully equipped to carry out the Party's political missions." Later, at the Sixth Plenary Session of the Sixth Central Committee in 1938, Comrade Mao Zedong clearly stated that "once the political line is set, cadre selection becomes the decisive factor," while also outlining the criteria for cadres who possess both talent and virtue, as well as advocating for a cadre policy centered on meritocracy.
After the founding of New China, our Party, mindful of the needs of socialist revolution and construction, emphasized that cadres across all sectors must be both politically reliable and professionally competent. Following the Third Plenary Session of the Eleventh Central Committee, Comrade Deng Xiaoping underscored that "China's stability and the realization of the Four Modernizations depend on having a sound organizational line to provide the necessary guarantees." He further proposed guidelines aimed at making the cadre ranks more revolutionary, younger, more knowledgeable, and more specialized.
At the Fourteenth National Congress, the Party articulated its commitment to "cultivating and nurturing millions of successors to the socialist cause, thereby organizationally ensuring the effective implementation of the Party's basic line." Meanwhile, the Fifteenth National Congress stressed the importance of strengthening Party organization by fundamentally transforming the Party into a robust leadership core, fully leveraging the unique advantages of its organizational structure.
Finally, at the Seventeenth National Congress, the Party highlighted the need to prioritize the building of the Party's governance capacity and maintain its advanced nature, with a particular focus on developing a high-caliber contingent of Party members and cadres.
Since the 18th National Congress of the Communist Party of China, the Party Central Committee—with Comrade Xi Jinping at its core—has firmly tackled prominent issues in the Party’s organizational building by comprehensively strengthening Party governance with strict discipline. This has involved a series of groundbreaking measures aimed at reinforcing the Party’s overall leadership, improving its organizational framework, refining standards and mechanisms for selecting and appointing officials, and enhancing systems for political and organizational life within the Party. These efforts have been seamlessly integrated with initiatives to strengthen ideological education, bolster the Party’s work style, enforce discipline rigorously, and wage an unwavering anti-corruption campaign—collectively propelling the Party toward greater strength through revolutionary forging.
In leading this monumental endeavor of comprehensively governing the Party with strict discipline, General Secretary Xi Jinping has articulated a series of profound ideas and key propositions. He has emphasized that "the core of comprehensively strengthening Party governance lies in reinforcing the Party’s leadership," while also underscoring that "the Party’s comprehensive leadership and all its undertakings must be realized through a robust organizational system." Furthermore, he has stressed the importance of cultivating and selecting cadres who are trusted by both the Party and the people—individuals characterized by firm convictions, dedication to serving the public, practical and diligent performance, a willingness to take responsibility, and integrity and honesty. Additionally, he has called on leaders to genuinely embody loyalty, integrity, and a commitment to duty.
Moreover, General Secretary Xi has advocated for "broadly opening channels to attract talented individuals from across the globe" and "pooling together outstanding minds from around the world to put them to use," striving to build a high-caliber talent pool that is deeply committed to national rejuvenation, innovation-driven development, and fearless contributions to society.
These pivotal insights not only ground the Party’s actions in the realities of our time but also provide clear answers to contemporary challenges. They have significantly enriched and advanced the theory of Party organizational building, laying a solid foundation and making outstanding contributions to defining the Party’s organizational guidelines for the new era.
The new era calls for fresh approaches, and it is through these innovative practices that cutting-edge theories emerge. Building on a careful synthesis of our Party’s nearly century-long practical experience—particularly the valuable lessons learned from comprehensively strengthening Party governance since the 18th National Congress of the Communist Party of China—General Secretary Xi Jinping delivered a landmark speech at the National Conference on Organizational Work on July 3, 2018. He clearly articulated the Party’s organizational line for the new era: fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, with a strong emphasis on reinforcing the organizational system. This line underscores the importance of cultivating high-caliber cadres who are loyal, upright, and capable of fulfilling their responsibilities, while also prioritizing the attraction and retention of outstanding talents from all sectors—individuals who are deeply patriotic and committed to national development. Crucially, it upholds the principle of balancing moral integrity with competence, placing morality at the forefront and ensuring that personnel are selected based on both merit and virtue. This approach provides a robust organizational foundation for upholding and enhancing the Party’s overall leadership, as well as for steadfastly advancing socialism with Chinese characteristics in the new era.
The Party’s organizational line for the new era draws upon Marxist principles of Party building, while simultaneously serving as a scientific distillation and embodiment of the Party’s profound theoretical and practical innovations. It carries significant groundbreaking importance and contributions:First, this marks the first time in the Party’s history that a comprehensive articulation of the organizational line has been provided, accompanied by a clear definition of its scientific essence. This clarity ensures that the entire Party can accurately grasp and follow this guiding principle as it moves forward.
Second, the line achieves an organic integration of all key elements of organizational development, seamlessly weaving together the organizational system, cadre development, and talent cultivation into a cohesive, unified whole. This holistic framework empowers the Party to systematically advance organizational reforms and significantly enhance the effectiveness of its overall organizational efforts.
Third, by elevating the organizational line to a central component of the Party’s overarching ideological framework, it completes the Party’s four fundamental lines—ideological, political, organizational, and mass-based—and equips the Party with an even more powerful toolkit for strengthening itself in the new era. This, in turn, enables the Party to better leverage its core strengths: its ideological, political, organizational, and mass-connection advantages. Ultimately, it strengthens the Party’s ability to unite and rally its members, cadres, and talented individuals across society, mobilizing the broader populace into a formidable force united in the shared mission of securing new victories for socialism with Chinese characteristics in the new era.
Practice since the 18th National Congress of the CPC has unequivocally demonstrated that the Party’s organizational line for the new era is not only firmly grounded in reality but also entirely correct. It offers a scientifically sound guide for strengthening the Party’s organizational capacity and serves as a vital safeguard for enhancing the Party’s creativity, cohesion, and combat effectiveness.
The Party's organizational line for the new era provides scientific answers and timely expressions to fundamental, principled, and strategic issues concerning the direction of the Party's organizational development.
The Party's organizational guidelines for the new era consist of six concise sentences—totaling 109 words—yet they are rich in meaning and deeply profound. They outline the guiding ideology, guiding principles, strategic framework, key objectives, and core values that shape organizational development.
——"Fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era" clearly defines the guiding ideology and primary task for organizational development. The guiding ideology serves as the ideological banner of a political party. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is contemporary Chinese Marxism and 21st-century Marxism—it is the fundamental guiding principle for all endeavors in the Party and the country. Only by steadfastly adhering to this scientific theory can our Party’s organizational building ensure that we stay true to our course, maintain unwavering principles, and uphold core values. Moreover, only through the comprehensive implementation of this groundbreaking theory—translating it into concrete policies, specific tasks, and actionable measures—and by integrating it with new realities to drive reform and innovation—can we elevate our work to better reflect the spirit of the times, grasp underlying patterns, and foster creativity, thereby more effectively serving and safeguarding the cause of the Party and the nation.
This statement carries another critical implication: making the study and application of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era the top priority in organizational development, and actively encouraging Party organizations at all levels, along with the vast majority of Party members and cadres, to become resolute believers and dedicated practitioners of this thought.
——"Focusing on building the organizational system" underscores the foundational role of organization and highlights the need for systematic development. A robust organizational structure is precisely where the strength—and advantage—of a Marxist party lies. Our Party exists and thrives as an organized entity, having established a tightly knit system that encompasses central, local, and grassroots-level organizations—a unique and unparalleled strength that no other political party in the world can match. Clearly emphasizing "focusing on building the organizational system" represents a significant innovation and valuable contribution to the Party’s organizational strategy in the new era. This approach calls on us to strengthen systems thinking, uphold integrated advancement, and diligently work toward constructing a seamless, highly effective organizational framework that ensures smooth communication and powerful execution across all levels. Ultimately, it aims to ensure that every level of the Party’s organization is both sound and resilient, enabling the Party’s leadership to operate with the precision of the body controlling its limbs—or rather, the agility of a skilled arm directing each finger.
—"Focusing on cultivating high-caliber cadres who are loyal, upright, and capable of taking responsibility" underscores the essential requirements for selecting and appointing talent. Historically, the selection and appointment of capable individuals have always been critical and fundamental issues directly tied to the success of the Party and the people's cause. Loyalty, integrity, and responsibility are interconnected and mutually reinforcing—each addressing a key challenge within the cadre队伍 while squarely tackling the heart of building a high-quality leadership cadre. Among these, loyalty serves as the very soul of governance, representing the most vital political principle; integrity is the foundation for personal and professional conduct, setting the basic moral底线; and responsibility is the key to achieving results, making it an indispensable quality for effective leaders. Together, these three attributes encapsulate the political character of Party members and officials, defining the core essence of "high caliber" and establishing a modern benchmark for selecting and nurturing talent.
——"Focusing on attracting outstanding talents from all fields who are patriotic and dedicated" underscores the strategic importance of talent in driving development. Talents are the nation's premier resource for governance and national rejuvenation. By elevating organizational, cadre, and talent work to a unified, holistic approach at the level of guiding principles, the Party has introduced a standout feature—and made a significant contribution—through its organizational strategy for the new era. The term "attracting" reflects our Party's broad-minded commitment to valuing and cherishing talent, as well as its relentless pursuit of excellence. Meanwhile, "patriotic and dedicated" highlights that talent inherently carries a strong political dimension, profoundly addressing the fundamental question of what kind of talent we need and for whom these talents should serve. Finally, "from all fields" emphasizes the imperative to align talent policies with the needs of national development, adopting strategies that are more proactive, open, and effective—ensuring that both Party-affiliated and non-Party-affiliated, domestic and international talents are drawn into the great cause of the Party and the people.
——"Upholding both moral integrity and competence, prioritizing morality, and selecting talent based on merit" embodies the innovative yet principled approach to personnel selection and appointment. Defining clear criteria for hiring and establishing sound selection principles are core questions that any organizational strategy must address. In the new era, the Party’s organizational guidelines accurately balance the dialectical relationship between virtue and ability, as well as between people and their roles, emphasizing the paramount importance of moral character while keeping the greater good—advancing the cause—at the forefront. This approach ensures that when selecting cadres and deploying talent, both moral integrity and professional capability are given equal weight, reflecting a forward-thinking and dynamic philosophy in personnel management.
— "Providing a robust organizational guarantee for upholding and strengthening the Party's overall leadership and for upholding and developing socialism with Chinese characteristics" clearly defines the starting point and ultimate goal of organizational development. This aligns perfectly with the Party’s organizational strategy in the new era, which is inherently designed to serve its political agenda. The Party’s leadership is comprehensive, systematic, and holistic—it must be implemented through Party organizations at all levels and realized by the dedication of its vast ranks of dedicated cadres and talented individuals. Therefore, reinforcing organizational building requires anchoring itself firmly on the principle of upholding and enhancing the Party’s overall leadership; all efforts should move decisively in this direction, with the ultimate test being whether they strengthen the Party’s long-term rule. Socialism with Chinese characteristics has been the central theme of the Party’s entire theory and practice since the country’s reform and opening-up began. At the end of the day, the true value of strengthening organizational development lies in its unwavering commitment to upholding and advancing socialism with Chinese characteristics—and ultimately in contributing to the great rejuvenation of the Chinese nation.
In short, the Party's organizational guidelines for the new era—comprising six concise yet interconnected statements—are seamlessly integrated, aligning with the overarching requirements for Party building in the new era. They bridge the gap between self-revolution and social revolution, link organizational development with progress across all other areas, and harmonize both epistemology and methodology. These principles should be understood as a unified whole and grasped holistically, ensuring that they are implemented effectively, powerfully, and with clear purpose in practice.
Deeply understand and effectively implement the fundamental requirements of the Party's organizational guidelines for the new era.
The Party's organizational line for the new era is both theoretical and practical. General Secretary Xi Jinping emphasized the five key requirements for implementing and upholding this line in the new era. We must deeply study and understand these principles, consistently integrating goal-oriented, problem-oriented, and results-oriented approaches to ensure that the Party's organizational line for the new era is fully and accurately put into practice.
——Deeply understand and effectively implement the fundamental requirement of "strengthening and improving Party leadership while upholding and developing socialism with Chinese characteristics." This important directive from General Secretary Xi Jinping clearly articulates the core purpose and guiding values of organizational development. Upholding the Party's leadership fundamentally means firmly safeguarding General Secretary Xi Jinping’s position as the core of the CPC Central Committee and the entire Party, and resolutely upholding the authority and centralized, unified leadership of the CPC Central Committee. We must integrate the "Two Upholds" into every aspect and stage of organizational building, educating and guiding Party organizations at all levels—as well as the vast number of party members, cadres, and talents—to consciously align themselves ideologically, politically, and in action with the CPC Central Committee, with Comrade Xi Jinping at its core. This will help maintain unwavering political resolve and ensure that the Party remains firmly united and operates efficiently under clear direction. At the same time, addressing issues such as the weakening or hollowing out of Party leadership in certain areas—where authority tends to diminish at each successive level—we must strengthen mechanisms ensuring that major decisions and critical tasks in rural areas, street-level communities, and other sectors are deliberated and decided by Party organizations. Additionally, we should promote the integration of Party leadership into the corporate governance structures of state-owned enterprises, refine the system of presidential responsibility under the leadership of university Party committees, and establish and enforce a Party-led administrative accountability system in public hospitals and other public institutions. Furthermore, we must continue advancing efforts to embed Party-building principles into the charters of academic societies, associations, and other social organizations, ensuring that the Party’s comprehensive leadership is truly put into practice.
——Deeply understand and effectively implement the fundamental requirement of "strengthening the Party with the Party’s scientific theories." General Secretary Xi Jinping emphasized, "Organization is the 'form,' while thought is the 'soul.' Strengthening the Party’s organizational development requires not only shaping its outward structure but, more importantly, nurturing its ideological core." This profound and vivid statement captures the very essence and critical focus of organizational building. History and practice have amply demonstrated that precisely in times of turbulent change and profound transformation, it is essential to uphold the guiding role of Marxism, reinforce the Party’s commitment to scientific theory, and fully leverage the foundational power of scientific theory in aligning thoughts, forging unity of will, and coordinating collective action. In the process of "cultivating the soul" within organizational development, we must steadfastly prioritize the study and application of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the inaugural, central, and mandatory course in Party member education and training. This should be seamlessly integrated with the establishment and enforcement of systems rooted in staying true to our original aspirations and keeping our mission firmly in mind. We must continue to ensure that this ideology permeates textbooks, classrooms, and the minds of every cadre, while intensifying efforts in assessing learning outcomes—evaluating not just what has been learned, but more crucially, how it is being put into practice. By doing so, we can drive educational initiatives deeper, more practical, and more impactful, guiding all Party members and cadres to truly integrate learning, thinking, and application, ensuring that the entire Party maintains unified thinking, resolute resolve, cohesive action, and unwavering combat effectiveness.
——Deeply understand and effectively implement the fundamental requirement of "strengthening the Party's organizational system." General Secretary Xi Jinping emphasized: "Only when the Party’s central, local, and grassroots organizations are all strong and fully functional can the advantages and powerful influence of the Party’s organizational structure be truly realized." He also clearly pointed out that, in carrying out the decisions and deployments of the Central Committee, central and state organs serve as the "first mile"—they must not become stumbling blocks—while local Party committees act as the "middle segment," avoiding any "bottlenecks." Meanwhile, grassroots Party organizations represent the "final mile," ensuring no "dead-end roads" emerge. To bolster the organizational system, we must adhere to these crucial guidelines, systematically advancing Party organization building across all levels and sectors. This includes not only focusing on optimizing organizational structures and expanding coverage but also refining operational mechanisms and management systems, thereby making every level of Party organization robust and capable.
We must firmly uphold the clear orientation of prioritizing grassroots-level work, rigorously implementing the Regulations on Party Branch Work as well as the guiding principles for grassroots Party organizations in rural areas, state-owned enterprises, government agencies, and universities. Just as we regularly clean and maintain our living spaces, we must continuously address weaknesses and disorganization within grassroots Party organizations. Building upon physical coverage, we must ensure that Party organizations and activities effectively reach every corner of society. At the same time, we need to swiftly address shortcomings in grassroots Party leadership over local governance, integrating grassroots Party building seamlessly into critical tasks such as ensuring "six stabilizations" and "six guarantees," combating COVID-19, advancing rural revitalization, and supporting poverty alleviation efforts.
Ultimately, grassroots Party organizations must become robust bastions for upholding the Party’s leadership, playing a pivotal role in driving reform, development, and stability. The cadre of Party members is the backbone of this organizational system. We must enhance the quality of both Party member recruitment and ongoing education and management, actively attracting outstanding individuals and talent from all sectors. By strengthening Party life and intensifying education and management practices, we can empower Party members to fully demonstrate their exemplary roles in driving progress, fostering innovation, and maintaining social harmony.
Moreover, in response to evolving economic and social landscapes—and the emergence of new business models and diverse groups—we must vigorously promote innovative approaches to Party building, continually refreshing our thinking, strategies, and methods. This will enable Party organizations at all levels to strengthen their political leadership, ideological guidance, mass mobilization capabilities, and societal appeal, ensuring they fulfill their core responsibilities of organizing, educating, uniting, and serving the people. Ultimately, our goal is to create an environment where "Party building follows the people, and the people follow the Party," fostering a deep sense of unity and commitment across society. Finally, we must persistently tackle persistent issues like formalism and bureaucracy at the grassroots level, creating a more supportive environment that empowers local teams to focus on their essential missions with greater efficiency and effectiveness.
——Deeply understand and effectively implement the fundamental requirement of "strengthening the cadre teams and talent development." General Secretary Xi Jinping emphasized, "Whether it’s cadre work or talent work, at its core, both are about making the right use of people. To navigate through changing circumstances, seize new opportunities, create fresh momentum, and pursue national rejuvenation, the key lies in building strong and capable leadership teams and cadres at all levels within the Party." These important remarks provide crucial guidance for us to accurately grasp the focal points of the Party’s organizational strategy in the new era, uphold the principles of Party management over cadres and talent, seamlessly integrate cadre and talent initiatives, and systematically ensure the selection and appointment of outstanding individuals who are both virtuous and talented. We must adhere to the principle of prioritizing moral integrity while also valuing competence, selecting individuals based on their suitability for specific roles and ensuring harmony between personnel and positions. In the process of choosing and appointing leaders, we must rigorously scrutinize their political loyalty and integrity—never allowing those with political or ethical issues to slip through unnoticed or exploit loopholes for personal gain. At the same time, we must carefully assess their overall quality and capabilities, aligning personnel decisions closely with the needs of our ongoing development. This means promptly identifying, promoting, and placing into key roles those cadres who are eager to contribute, genuinely committed to their duties, and consistently deliver results—especially ensuring that critical positions are filled by individuals who not only demonstrate exceptional political acumen but also possess robust professional competencies.
Good cadres are not only selected through rigorous processes but also nurtured and managed effectively. In the new era, enhancing governance capabilities must be treated as a critical task in building the cadre team. To achieve this, we must strengthen cadre education and training, focusing on ideological refinement, political experience-building, practical exercises, and specialized skill development. This will ensure that cadres at all levels keep pace with the rapid advancements of our times—cultivating their political acumen, theoretical depth, professional expertise, and hands-on competence.
Cultivating and selecting young cadres is a foundational endeavor for strengthening the cadre workforce. We must adhere to the principle of choosing the best from among the qualified, prioritizing quality over seniority. It’s essential to accelerate the establishment of a robust system that enables continuous identification, dynamic management, sustained development, and timely deployment of promising young talent. These exceptional individuals should be placed strategically—whether on the frontlines of major challenges, in tough and complex environments, or in roles that demand resilience and adaptability. This approach ensures they gain invaluable experience while avoiding both rigid seniority-based promotion and hasty, counterproductive interventions that could stunt their growth.
Moreover, we need to refine and enforce a stringent management framework that oversees cadres’ thoughts, performance, conduct, and discipline. This includes improving mechanisms for evaluating political achievements aligned with the new development philosophy and driving high-quality growth. Simultaneously, we must intensify daily oversight of leading officials—especially in terms of political accountability—while reinforcing transparent and impartial recruitment practices. By fostering a culture where capable individuals rise, outstanding talents are rewarded, mediocrity gives way, and poor performers are weeded out, we can create a clear and positive leadership orientation.
Finally, it’s crucial to establish and enhance systems that encourage and protect cadres who bravely take responsibility. This involves implementing concrete measures that provide political incentives, operational support, competitive compensation packages, and empathetic psychological care. We must further consolidate the achievements of the parallel civil service system for positions and ranks, while ensuring dedicated attention to frontline cadres, particularly those serving in challenging, remote, and underdeveloped regions. Most importantly, we must fully embrace the "three distinctions"—distinguishing between legitimate risks taken in pursuit of innovation and avoidable mistakes—to genuinely back up those who dare to lead, step up, and hold others accountable.
To attract and harness talent from around the world, the key lies in establishing a talent system that is both highly attractive and globally competitive. We must further deepen reforms of the talent development mechanisms and systems, innovating in areas such as talent cultivation, identification, recruitment, utilization, evaluation, mobility, and incentive structures. Importantly, we must resolutely dismantle outdated ideas and systemic barriers that hinder talent growth, empowering organizations to make hiring decisions independently and freeing up talent to focus on their work without unnecessary constraints. This will fully unlock the innovative and creative potential of our workforce.
Moreover, we need to concentrate efforts on addressing critical "bottleneck" areas by significantly boosting support for cultivating "high-end, specialized, cutting-edge, and urgently needed" talent, as well as fostering excellence in foundational research. At the same time, we must strengthen political guidance and engagement, inspiring talented individuals to channel their deep patriotism and aspirations for national strength into concrete actions that contribute to the country’s progress. Encouraging self-reliance, perseverance through adversity, and the relentless pursuit of excellence—these are the hallmarks of our nation’s enduring spirit.
——Deeply understand and effectively implement the fundamental requirement of "strengthening the Party's organizational system building." To successfully carry out the Party's organizational guidelines for the new era, we must rely on scientifically sound and well-rounded institutional frameworks. The principle of democratic centralism is our Party's core organizational and leadership system, serving as a vital safeguard that maximizes the Party's creative vitality while upholding its unity and cohesion.
We need to enhance education, training, and oversight related to democratic centralism, guiding leadership teams and officials at all levels to fully grasp its rules and master its practical application. For those teams or individuals failing to properly implement democratic centralism—or even deviating from it—we must promptly issue reminders, deliver stern criticism, and, if necessary, initiate organizational adjustments.
Strengthening the Party's organizational system requires not only refining and perfecting the institutional framework but also rigorously enforcing these systems in practice. We must tailor these regulations to real-world contexts, translating the Party’s organizational laws and the requirements set forth by the Central Committee into concrete actions. This includes establishing a comprehensive organizational system covering areas such as organizational structure, party life, operational mechanisms, management practices, and oversight—ensuring that the overarching goal of comprehensively strengthening Party governance is firmly embedded in our institutional design.
Moreover, internal Party regulations should be integrated into the curriculum of Party schools (including administrative institutes) and cadre academies, making adherence to these systems a key criterion for selecting, appointing, evaluating, and assessing cadres. By doing so, we can encourage officials at all levels to strictly follow established procedures when fulfilling their duties, exercising their powers, and conducting their work.
To effectively implement the Party's organizational guidelines for the new era, all members of the Party must work together with one unified purpose. Party organizations at every level, along with the vast majority of Party members and cadres, should make concerted efforts to deepen their study and enhance their understanding. It is essential to align thoughts and actions firmly with the important speeches delivered by General Secretary Xi Jinping, further strengthening the "Four Consciousnesses," firmly upholding the "Four Confidences," and resolutely practicing the "Two Upholds." Only then can we rigorously carry out the Party's organizational guidelines for the new era, continuously elevating the institutionalization, standardization, and scientific approach to Party organization building. This will ensure that our Party becomes even stronger and more resilient, enabling us to tirelessly strive toward fulfilling the Party's historic mission in the new era and securing new, decisive victories for socialism with Chinese characteristics.
