At the same time, we need to strengthen controls in densely populated areas, reinforce safety in production, and ensure work proceeds smoothly and steadily, safeguarding stable operations.
3. Enhance prevention and control awareness, and strictly avoid gatherings and communal dining.

Regarding the reform and restructuring of the Technology Center and the Marketing Department:
To further strengthen and optimize the Group Company’s high-quality development, in line with the Group’s strategic initiatives and reform plan, we will enhance efforts to develop new products, introduce, promote, and apply cutting-edge technologies. To better highlight the distinct yet complementary roles of R&D and manufacturing processes, the existing Technology Center will undergo a comprehensive restructuring: a Group Product Development Department will be established, while Process Departments will be set up under the Manufacturing Centers of the Axle and Brake Companies—both reporting directly to the respective Manufacturing Centers.
Existing staff from the original Technology Center will be reallocated based on their individual career paths and technical expertise. Some employees will join the Product Development Department, while the remaining team members will be integrated into the Process Departments within the Manufacturing Centers of the respective subsidiaries.
Following this restructuring, each department will assume its newly defined responsibilities and functions. The Product Development Department will focus squarely on R&D activities, ensuring unified oversight of the company’s overall technological direction. Meanwhile, the Process Departments at each subsidiary’s Manufacturing Center will remain closely aligned with production processes, driving improvements in efficiency through meticulous planning and optimization of manufacturing processes and tooling. They will also step up their support for ongoing production operations, helping to streamline workflows and boost productivity.
Additionally, based on the actual business development of the Market Development Department and the key needs of its major clients, the Board of Directors has decided to restructure the department into two distinct divisions: Market Division One and Market Division Two.
Market Division One will be responsible for marketing products from the Axle Bridge Company, focusing primarily on key accounts such as Qingqi and FAW Jiefang. Meanwhile, Market Division Two will handle the marketing of the Brake Company’s core products, targeting major clients like Qingdao Haitong Axle Bridge Co., Ltd., as well as other leading customers including Sinotruk, Pengxiang, Zhongli, Hualing, and Beiben.
Following this restructuring, the Market Department is tasked with fulfilling its newly defined roles: staying abreast of market trends and maintaining a thorough understanding of the competitive landscape; organizing and conducting comprehensive market research to gather both industry-specific and broader market intelligence; analyzing emerging market dynamics; and providing the company with critical data and strategic insights necessary for informed decision-making and long-term planning.
Moreover, the department will ensure effective marketing efforts and robust pre-sales support for all relevant products.
Regarding the outsourcing of certain business functions:
To help Haitong Group focus its limited resources and capabilities on its core business, the company has entrusted certain functions of its Materials Department—as well as equipment maintenance services—to a partner enterprise, fostering a mutually beneficial collaboration. Outsourcing is a long-term, strategic approach to business that involves deep integration and reciprocal benefits through contract-based service delivery. When executed effectively, outsourcing not only helps diversify operational risks but also enables cost savings. As a result, Haitong Company can concentrate more fully on production, ensuring superior product quality and enabling the creation of innovative, high-quality offerings—ultimately helping the company build and sustain a lasting competitive edge in the marketplace.
